The Uniform Crime Report (UCR) Program was established in 1930 by the Federal Bureau of Investigation. This program allows for the reporting of crime statistics across the United States. Law enforcement, including city, county, state, tribal, and university agencies send information to the Federal Bureau of Investigation so that crime data can be compiled. Uniform crime reports provide agencies with standard classifications and definitions of crimes. This makes it easier for agencies to send the information to the Federal Bureau of Investigation. Having the same definitions and classifications for crimes allow for statistical comparisons between departments and various geographical areas. Crimes can have differing definitions and classifications.
Adam Walsh was the first born of the host of America’s Most Wanted, John Walsh. He disappeared from a Sears store in Hollywood, Florida in 1981 when his mother left him at a videogame display to find and purchase an item. John emphasizes in his book Tears of Rage, that this kind of thing did not happen in the ‘80s and that the police simply did not know how to handle it. This viewpoint displays unbiased measures, it demonstrates what society believes is criminal as well as values, and it has since become more detailed and informative due to an increase in agencies providing data (Morden & Palys, 2015). Using this perspective, the UCR seems to be unbiased but because it only has data that is recorded by the police, it is not all that fair. Police officers do not record all reports that are reported and if it is not recorded, then it is not reflected in the UCR. This is an issue in the UCR, and in some part, Statistics Canada for not having the most accurate data being collected and presented to the public. As a result, there are many crimes that also go unreported and is also not reflected in the UCR or in statistics.
The UCR may indeed be based on crimes reported by the police but those reports are lower than the actual number of crimes committed due to the dark figure of crime and the dark figure of recording, making the UCR subjective to the officer’s interpretation of crimes. However, the General Social Survey is based off the public’s perception of their own victimization
The UCR method is beneficial in some areas, but it has more weaknesses than strengths. Uniform Crime Report's strengths are the different categories of crimes it collects. A few of these categories consist of aggravated assault, robbery, drug offenses, DUIs, etc. It collects and analyzes data for eight Part I offenses. Anyone can access the UCR data which makes it great for the public to use.
Introduction and Summary: Chapter 11 focuses on the individuals with mental illness and the criminal justice system. Every year there are hundreds of thousands of individuals with mental illness who are arrested. The past decade a lot of the state hospital and mental health facilities have been shut down for lack of funding. Many of the seriously mentally ill are roaming the streets. The serious mental illness regarding this chapter would include schizophrenia, bipolar disorder, and severe depression.
Historically, eyewitness accounts of a crime were a vital piece of evidence used in the prosecution of criminal offenses. Lineups were a method used where typically a group of individuals not involved in the crime along with the suspect whom is believed to be directly related to the crime are grouped together for the witness to review in the hopes to identify the suspect. This is accomplished in two ways, the first is simultaneous where several photos are grouped together at the same time (typically six) for the witness to review. This specific procedure raises the issue of certainty from the witness.

Kirk, discusses police misconducts causes communities to be unsafe for citizens especially the black community. Many black men have experience racial profiling or police brutality in Milwaukee and this continues on to a point where calling 911 for help is no longer a choice for individuals to use due to a publicized case of police violence against an defenseless man, Frank Jude. Jude, as stated in the article, was unarmed, accused, stripped naked, and beat by the police brutally. This terrifying incident caused many to protests against the police force. After reading through the information given to me, the benefits and hindrance of using UCR, NIBRS, and NCVS are... The pros of participating in NIBRS (National Incident-Based Reporting System ) is that the NIBRS can provide almost any kind of information of nearly all the major cases such as terrorism, abuse, assault, and etc. The information they produce is detailed, accurate and meaningful than others. Also, they help agencies to work together to find a solution or strategies to the case.
Contrast the UCR/NIBRS with the NCVS The Uniform Crime Report (UCR) has been administered by the Federal Bureau of Investigation (FBI) since 1930 and has grown tremendously over the years. The UCR now includes data from city, county, state, and federal law enforcement agencies from across the United States. In its infancy, the UCR constructed a Crime Index that “summed the occurrences of seven major offenses, including murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft—and expressed the results as a crime rate based on population” (Schmalleger, 2009) with arson being added to the list during 1979. However, due to skewed data the Crime Index was officially take out of use in the UCR/NIBRS program during 2004.
There are many different ways to determine and measure crime. UCR, NIBRS, and NCVS are just three types to differentiate, and each system has multiple ways of labeling crimes. UCR stands for Uniform Crime Report, and can be located on the governments website to compare how low or high crimes were in specific years. Uniform crime reports can be the most effective when determining part I (aggravated assault, robbery) vs part II (simple assault) crimes. Usually it is easier for precincts to send their reports to the state, being that they have more technology with determining who someone is based on fingerprints or ballistics.

In other words, the UCR is a large database of information gathered on actual reported crimes. The UCR does not produce information on crimes that go unreported. That falls onto the National Crime Victimization Survey, or NCVS.
The Uniform Crime Report (UCR) is an official record of crime statistics maintained by the FBI. The local police department voluntarily participates by reporting the crimes that occur in their community. Some of the shortcomings of the UCR include the misrepresentation of recorded statistic, based on the victim surveys, only part of the crimes are reported. Secondly, most federal offenses such as victimless crimes and white-collar crimes are not recorded in the UCR. Changes in police administrations, also record- keeping procedures can cause a major effect on crime recording.
High profile cases would be cases like serial killers, terrorism, arson, and kidnaping. They use profiling which is using behavior characteristics like how they kill and who they kill. The profiling helps them narrow down who they could be looking for. The BAU is separated into units.
A report has to be made to present to the community comparing the previous cases with current cases. For example, if the Department of Education have built a school in an area where children used to walk a long distance to get to school and crimes such as child abduction occurred, then currently after a year there are no cases reported about child abduction, and that is a positive feedback. Areas that have been faced with armed robberies and the police went on an operation to search for illegal firearms around those areas, and after a period of 6 months there have been no armed robberies reported. Actually on this step there is an evaluation of the crime fighting programs before proceeding with another programs if there is a need to improve or begin again from searching for other local crime problems in the
