George Washington contributed the most to the United States Of America because he was the first president and he set many of precedents for the future presidents of the USA. Also he has passed many important documents like the proclamation of neutrality and the whiskey rebellion proclamation. Some of his exceedingly important domestic affairs were the whiskey rebellion and what he did to combat that was he sent in the militia. Then there was a sizable protest/riot and he wrote the whiskey rebellion proclamation, which was his justification for calling in the militia, and furthermore his proclamation stated for all the citizens to return to their peaceful abode
