Judging from the case study at end of unit#1 read Spokane police department was in desperate need of modification and chief Mangan’s approach was a correct format. Conversely, if the department expects the police officers to perform their jobs with pride and dignity and to consider the seriousness of community policing, alterations had to be done to the department building. For example, fixing damaged pipes inside the building, refurbishing the workout room for officers, and investing in upgrading the officer’s equipment (Cordner, G., n.d.). Chief Mangan assumes this action was the proper way to establish the invigoration in the officer’s heart and mind again about performing the duties once again. Nonetheless, Chief Mangan created

Moskos, a harvard trained sociologist describes what is was like to work as a police officer in Baltimore’s Eastern district. As a young new police officer, Moskos was placed in the Eastern district, which is a very high crime area, one of the most dangerous areas in the United States. Moskos contends that when officers are fresh out of the academy, they are usually placed in high crime districts. Since these areas are considered to be the least desired to work. So in a sense the ghetto becomes a real life training area.
Chief Fortier made internal changes to policy and procedure with a new emphasis on how things were to be done in a more organized manner to include the way warrants were obtained and the allocation of vehicles in the patrol division. These measures were not well received by the department and when the Chief cut court overtime the all out adversarial dynamic between the officers and the Chief was an all out war. Chief Fortier attempted to deal with the police union regarding labor agreements and his agenda for the future but was met with extreme push-back. Dealing with Labor Unions is an external role that is one of the few attempts made by Chief Fortier to be externally focused. The police union ultimately felt that the Chief was against the interests of the officers and the mission became getting Chief Fortier out of office which would make the next five years a hard battle to make positive lasting change.

There are four main executive styles that police executives employ in the execution of their roles. They include the administrator, the top cop, the politician, and the statesman. All these executive styles are dependent upon the particular external and internal roles and their time allocation for these responsibilities. In the two cases studies, both the new chief executives employ different executive styles in their attempts to reform their police departments. Captain Ed Davis employs the statesman style in running the Lowell Police Department (LPD) while Chief Ken Fortier uses the administrator style in his governance of the Riverside Police Department (RPD) which bear certain similarities and differences.
The overabundance of media relating to crime has not only influenced public opinion but has also triggered changes for law enforcement personnel. The bias (or incorrect/incomplete) views of news media have contributed to a negative opinion of law enforcement officers. Television programs and movies have portrayed false realities of the lives of law enforcement
With approximately 18,000 police agencies operating in the United States, is reform even possible? I conducted a survey with both black and white respondents. The survey includes demographic information and a few questions that ties together the respondents demographic information and their thoughts of the police. In addition, I will discuss innovative strategies to improve the relationship between police and people
The main example throughout the documentary was the “rotten pocket” example that is used to describe a corruption in the prescient where more than one officer is corrupt, and are cooperating to fulfill this illegal act. In the documentary, Michaels partner described how everyone, even up to the captain was corrupt and in on their ring. This is a big problem within police departments since other officers will lie to protect their own, instead of doing what is in the best interest of the station, and the criminal justice system. Many programs like the early intervention systems and the mixed approach to police accountability The main goal of these programs being implemented, is to protect the agency from double-crossing officers and protect the

Police departments can implement an effective mechanism for change as "fish rot from the head first. "
Melvin Russell: I love being a police officer, but we need reform. Before I start to give my opinion Melvin Russell’s speech, I want to provide a foundation of why I choose Melvin Russell’s speech. My major life career goals is to become a police officer, needless to say that I stand behind in the support of police officers throughout the nations. It is easy to learn about a subject from a book, but it is an entirely different matter to learn about a subject through real life experience. I hope to learn how to serve and protect while implementing the law correctly, especially in today’s world when the level of support for police officers is very low and the level of misconduct cases concerning the police are very high. It is not easy to know what to do in every situation, especially when some reactions are needed with very little or no time to think about. It is one thing to hear about a crime happening and the response that would be best to give, and another thing to need
‘’Most officers enter law enforcement with minimal experience in the field or in handling the moral dilemmas that officers typically encounter. They learn how to perform their jobs, as well as recognize the organizational norms, values, and culture, from their peers and supervisors. While supervisors provide direct, formal reinforcement, officers’ peers offer friendship and informal rewards that, in many cases, hold greater influence than official recognition from the agency’’ (Fitch, 2011). Officers who come across situations where they are unsure what is morally and ethically best to do often turn to their peers for assurance and guidance. Good ethical behavior can easily be influenced by officers and those in law enforcement.
