Although child abuse has had a long-standing presence throughout United States history, laws to protect children only began in the early 20th century. According to the U.S. Department of Health and Human Services (HHS), approximately 3.4 million cases of child maltreatment was reported to Child Protective Services (CPS) in 2011 involving about 6.2 million children. Of those, approximately 681,000 children, were determined to be victims. Child maltreatment has become a widespread public health issue that requires careful attention from professionals and lawmakers in order to protect the safety and health of children across the country.

Secure Dwellings continues to assist homeless children and their female caregivers throughout the state of Alabama and surrounding states. The program is currently serving 10 mothers and 22 children as of this board meeting date. I often wonder how they able to continue live with all of the unfortunate circumstances and experiences that have cause their lives to be in disarray, some situations due to poor choices and sometimes due to no fault of their own.

Ms. Stevens and her child, Tjayda Stevens are receiving preventive services with Harlem Dowling Westside Center for Children and Family Services (HDWC). Ms. Stevens’ case was referred from ACS and accepted thru HDWC on 03/02/2015. The services provided to Ms. Stevens are casework counseling, community advocacy, housing advocacy, and monthly home based visits to ensure stable family functioning and child safety. Ms. Stevens has been receptive to services since the agency obtained case planning responsibility. Administration for Children’s Services recommended the following service plan for Ms. Stevens to complete parenting and anger management class, individual counseling, and domestic violence.

There remain many gaps in the research, not just in child protection but also the impact of FASD at various stages of life.
