P alleges excessive force and false arrest. P alleges that she was in her kitchen when MOS broke her front door and entered the apartment and pushed her against the wall. P alleges that MOS handcuffed her and Noel Tartlaon, Noel Tartlaon, Jr. and Farrow Wright (non-parties). Defendant MOS Jose Peinan states that MOS were executing a search warrant obtain after confidential informant bought drugs form Jumaane, (non-party). MOS Peinan states that Jumane was arrested in the lobby and narcotics were recovered from him.

On April 12, 2016 I was assigned case 16-125169 which involves Ms. Mya Navia a fourteen year old Francis Hammond School Student. On April 13, 2016, I was assigned a second case which was 16-125698 involving the same juvenile. On April 13, 2016 I touched base with Arrosa Kanwai (mother) who had previously denied me access to her daughter (16-119375).
Mary, I received a call from Mr. Dennis Hyatt, he has twin girl 's who are 8 years old at Manzanita. According to Dad the girls are being bullied and physically harmed by the same girl every day. Mr. Hyatt indicated that he has spoken to Ms. Hayes regarding the issue and that Ms. Hayes would do an investigation to hear both sides of the story. According to Ms. Hyatt, Ms. Hayes relayed information that his girls are doing the one doing the bullying, which he doesn 't agree with because he as spoken to other kids in their class who live in his neighborhood and they have confirmed that the issue is not with his daughters.
History of this case: The accused, Ms. Angelique Lyn Lavalee was in common law relationship with victim, Kevin Rust, for around 3-4 years between years 1983-1986. Their relationship was marred with violence, domestic physical intimidation, abuse and instances of woman-battering of Angelique at the hands of her abusive and brutal partner, Rust. An initial ISP meeting was held with Ms. Shrader on 3/25/15 and a 30 day on 4/23/15. Services implemented were color code, Bridge assessment, counseling, parenting sessions, and a mental health assessment. Ms. Shrader was to seek safe stable housing and stable employment to provide for her family. Due to the severity of the domestic violence that occurred with Mr. Bass and Ms. Shrader she was advised to have no contact with him and follow through with a protection order. At this time Ms. Shrader has failed to have no contact with Mr. Bass as she continues to remain in a relationship with him.
The Guidelines Manual states that if the defendant knew or should have known that a victim of the offense was a vulnerable victim, the defendant’s sentence will increase. The Guidelines define a vulnerable victim as a victim who is unusually vulnerable due to age, physical or mental condition, or who is otherwise particularly susceptible to the criminal conduct. The Commentary instructs that the vulnerable victim enhancement should not be applied if the factor that makes the person a vulnerable victim is already incorporated in the offense guideline. Victim witness programs are used by the government in order to provide support and assistance to those who fall victim to a crime. According to Victim Witness Program, the primary goals of such programs, include but are not limited to, encouraging victims to participate in any parole and supervised release processes of their offender, notify and facilitate victims in participation of any hearing or release dates in regards to their offender, provide options for supportive services, and advocate for crime victims (2015, para.1). The organization under which the victim-witness program is located is under a system, which has many internal constituencies, thus creating competing and conflicting purposes. The goals of the victim-witness program are quite simple and seek out to give the victim the right to be represented during the processing of the offender, however, given the multiple roles the court, for example, must serve, the goals of the victim-witness program can be both complex and conflicting.
