William Halloway had the most change in character in the book, Something Wicked This Way Comes. He starts out as a scared, wimpy kid. He is always in the background of Jim Nightshade. Will tags along with Jim and never speaks up for himself. Will keeps his opinions to himself, but if he had spoken up, they would not have been in the predicament they ended up in.
