The Article of Confederation was the first American Constitution. The central government was not strong and getting the system organize made it stronger. In 1777, the Continental Congress allowed each state to have their own independence. The Department of State had three employees and they were men. Treasury and the Post office hired only 75 employees. The Legislative Branch had 26 senators and 64 representatives and the new government began in 1789. It was not clear how the new government and the three branches would be setup and run. In 1787, the Convention formed a new structure of government and wanting to make it stronger However, it wanted to protect one's freedom and did not want the government to misuse their power.
