Abstract
Domestic terrorism is defined as committing criminal terrorist acts in the individual’s own country against other human life. Such acts are intended to coerce or intimidate the civilian population, influence the policies in government, or affect the conduct of the country through assassination, kidnapping, and mass destruction. These acts occur primarily in the United States (White House Briefing Room Statements and Releases, 2021). These acts can be done because of an ideology or political, religious, and racial reasons. Domestic terrorism is not new, however the focus primarily after 9/11 was on international terrorism. DHS’ main responsibility is to prevent domestic terrorism and protect Americans from these threats. Terrorists have been able to in most recent years, adopt new techniques and make advances in tactics in efforts to disrupt the United States and Americans. This rapid evolving threat to the United States, demands that the DHS and its partners be proactive in responding to these threats (Homeland Security, 2022). In addition, there was an implementation plan put into place in September of 2019. It is the Department of Homeland Security Framework for Countering Terrorism and Targeted Violence. This plan explains the approach that DHS plans to take to combat terrorism, to include domestic terrorism. There are four main goals of the plan: To understand the fluidity of terrorism and targeted violence threat environment and partners that support us in the Homeland Security enterprise through this specific knowledge, to prevent hostile entities and terrorists from coming into the United States and deny them the opportunity to take advantage of the nation’s immigration, trade, and travel systems both domestic and internationally, to prevent targeted violence and terrorism, and increase U.S. community preparedness and infrastructure protections. The U.S. Government has also partnered with community stakeholders who can help with the prevention of individuals reaching to point of carrying out violence. For the fist time, DHS has “Domestic Violent Extremism” listed as a national priority area within DHS’s Grant Program, meaning that more funding will go towards state and local entities in the fight against domestic terrorism (White House Briefing Room Statements and Releases, 2021).
