1.4 Public Relations
Public relation for the Church means active communication with the community through both secular and religious media. Through the readiness to communicate Gospel values and to publicize the ministry and programs of the Church, the Church should do all in its power to ensure that its own true image reflects Christ. Due to the special political situation in China, Catholic Church cannot freely establish relationship with other organizations, or use media to show public her own image. But in a certain way the Church can ensure her image as loving, mercy and compassionate through witness of live and charitable works.
Since the antipathy attitude towards Church is evident in China and because of the division within the Catholic Church, especially in Wenzhou, the pastoral plan of Wenzhou Diocese must also consider the need for proper corporate image of the Church as public institution as demanded by Aetatis Novae.
“A pastoral plan for social communications should seek to maintain public relations offices with adequate human and material resources to make possible effective communication between the Church and the community as a whole…”

Since cellphone and online social network applications like QQ and Wechat are commonly used by people in Wenzhou, each “Xue Xi Ban” can also extend to online community, such as pray morning prayer at 8:00 am, recite Divine Mercy at 3:00pm, pray Rosary in the evening, read Bible together. But these online group activities cannot replace the face-to-face community
