The United States has had major changes since its establishment. This country has been through a lot of diversity and plenty of ups and downs in order to get to where we are now. We’ve seen a lot of contributions from different people and events that had advantages and disadvantages to come with. For example, our first president George Washington who played a key role in the early development of this country along with the Louisiana Purchase that helped the country double in size, or whether it was negative like the XYZ Affair and the Alien and Sedition acts that caused uproar and outrage to people. Altogether these events brought us what we have today.

These acts were passed by our second president John Adams and overall violated the first amendment and were unconstitutional. “The Sedition Act made it a crime for American citizens to "print, utter, or publish...any false, scandalous, and malicious writing" about the government.” (archives.gov) These acts raised the number of years an immigrant had to wait in order to vote from 5 to 14. They also restricted the activities of foreign residents and limited their freedom of speech. If not obeyed you would be put in jail or deported. The XYZ Affair also took place while John Adams was in office and was a confrontation between the French and the United States. It was a failed negotiation between France and America in the late 18th century. France and America already had some built-up friction over the years so President John Adams decided to send a 3 member delegation to try to restore peace between the two countries. “...fully instructed to enter on such amicable discussions and to give such candid explanations as might happily remove the discontents and suspicions of the French government and vindicate the conduct of the United States. For this purpose, he selected from among his fellow citizens a character whose integrity, talents, experience, and services had placed him in the rank of the most esteemed and respected in the nation.” (XYZ Affair Excerpts) Like said in this excerpt the 3 member delegation was sent to try to help gain trust between the two countries. This attempt at forming an alliance did not go as planned and Frances’ foreign minister told the agents that in order to be seen they would have to pay him a hefty amount of money. Once this message made its way to America it caused an outrage. It began as a negotiation to agree to protect U.S. shipping but then ended in violence causing the Quasi-War. This began to pinch the wallets of the infuriated American citizens, and they called for war. (DeConde 45-46) President John Adams, tried to avoid war at all costs. In 1797 he sent John Marshall, Elbridge Gerry, and Charles Pinckney to find a peaceful solution to disagreements. Instead of being able to talk to Prime Minister Talleyrand face to face, they were approached by intermediaries who demanded a 32 million Dutch Florian loan, and a bribe of $250,000 to even speak with Talleyrand. The three diplomats agreed that these terms were unreasonable, and decided that perhaps later France would soften their demands.
There were many acts and laws that angered the people. When a lot of these laws and acts came out, the people reacted with violence. They reminded them of the British government, with unfair laws. Two of the acts were the Alien and Sedition Acts. The Alien Acts say that the President of the Untied Sates can declare that people who are from other countries that we are at war with can be jailed or kicked out of the country.
The Coercive Acts state, in simple terms, stated that the Americans had to house and take care of however many soldiers Britain sent over, the Boston Port was no longer able to be used, British officials could freely escape any trial, and town meetings were almost illegal (unknown u-s-history.com). I think that the acts that the British imposed were unfair of them because they abused their power and military to earn more revenue to pay off in the war with the British and the French. The first act was the Sugar Act; this act placed a tax on sugar or anything that has to be shipped through someone. The Currency Act put early Americans into and depression when they were having some much prosperity and making money as well. Putting these people under a depression was wrong because it would only spark more revolts in the long game. The Quartering Act was to place supplies and materials for the British army to be stationed at to watch over the Colonies.
The Alien and Sedition Acts were passed in 1798 in preparation for an anticipated war with France. It interpreted the participation of immigrants in the Republican opposition party for evidence between foreigners and disloyalty. As an immigrant I really don’t think it should be so harsh on us foreigners trying to help our government. Since immigrants were trying to get in the republican party, Federalists made harder and tighter restrictions for us immigrants and all the critics also. The Naturalization Act was also passed in 1798 which increased residency on requirement of American citizens.

In this meeting, Talleyrand, the minister, did not show up in person. Instead he had three agents that tried to get the American delegates to bribe them into having a meeting with Talleyrand. The delegates did not pay this bribe, and they came back to America with this information which was released by President Adams and was called the XYZ Affair. The Quasi-War had a negative effect on the relations between the Federalist and Republican parties politically. During the Quasi-War, the Republicans tended to give their opinions through writing and speeches, and the Federalists reacted to this by passing the Alien and Sedition Acts of 1789.
The Act was dealing with crimes against the United States condemning people who opposed the government in any way, whether they conspired with several people or just one. With that, the law continued with stating that people weren’t allowed to say, publish, or do any other form that would go against the federal government. It goes through a long list of things not permitted. Along with this, the Naturalization Act was created. The Naturalization Act made it take longer before immigrants could vote.
The Alien and Sedition Act were enacted to make the United States more secure from foreign spies and domestic traitors (Defining America, n.d.), due to the result of the hostility between the United States and France (Outline, pg. 82). The Alien Act gave the President the authority to detain, imprison or expel aliens (immigrants) in the time of war or peace (Outline, pg. 82), which President Adams felt was needed because “foreign influence within the United States was dangerous and must be exterminated” (Alien and Sedition Act, n.d.). On July 14, 1798, the federal government passed the Alien and Sedition Acts. Thomas Jefferson and John Adams are presenting their opinions on behalf of the Legislature on why the think these acts are good and bad. Thomas Jefferson believes these acts go against the Constitution while John Adams believes that they are justified in the Constitution. People may disagree with Thomas Jefferson and say that aliens have temporary rights that can be taken away. While others believe if the specific alien isn’t violating others peoples rights or being dangerous to others, they shouldn’t be thrown out.

This concern had been developing over time due to the escalating hostilities between the two nations. In addition, the Democratic-Republican party, the Federalists' adversary at the time, was on the rise, which caused the Federalists to feel threatened. Washington, I would like to agree with you that the “ineffective” Alien and Sedition Acts are threatening the security of our government by causing useless domestic squabbling. Our focus needs to be moved from our own inner conflict to preventing war with France; we need to work on making peace with Europe if we want our country to have a future and not to be destroyed in unnecessary conflict. Mr. Adams argued that Jeffersonian ideals prevent national unity by directly repudiating the Federalist government’s beliefs. Contrary to his belief, I think that he is the one preventing peace and unity between the two parties. How could one expect for there to be peace when he just passed laws that attempted to weaken the Democratic-Republican party?
Lastly the Sedition Act restricted free speech among the people which violated people’s protection granted under the first amendment of the constitution. However during this time the practice of the Judicial Review was still in its early stages and therefore not always effective. The Intolerable acts were harsh laws that were passed to the people living in the colonies by the British Parliament, the british were the strongest army and that is why the were the one who made the laws, and everyone was afraid of them. The intolerable they were meant to punish the massachusetts for the Boston tea party, the British also wanted England to pay back for all the tea, and finally, they wanted more control on the colonies. There were three major laws that the British created, the first law closed down Boston Harbor for all shipping until the ruined tea was paid off. The second law placed the government of massachusetts to be under the British control, colonists in massachusetts cold have not have even one meeting without the
