Structure of Local Government (UK):
The set-up of UK Local Government is extremely confusing. This is the result of complete re-organization in 1973 and further partial re-organization in 1986, the 1990s and 2009.
Up until the creation of the first new Unitary Authority there were two models of service provision.
Outside the major urban areas, services were provided by two tiers of councils in England:
(a)County Councils
(b) District Councils
County Councils: Each covering a population in a rough range 500,000-1,500,000.
District Councils: Between 4-14 within each county council area, each covering a population about 100,000.

In order to avoid total chaos in UK local system, some functions-Fire, Police, and Public Transport are exercised through joint Boards to which all the Local authorities in an area appoint members. The Tenth Amendment to the United States Constitution makes local government a matter of state rather than federal law, with special cases for territories and the District of Columbia.
