3.1 STRATEGIES FOR COMBATING CORRUPTION IN MALAYSIA
3.1.1 Malaysian Anti-Corruption Commission (MACC)
The first strategy for combating corruption in Malaysia is through the establishment of MACC on January 1, 2009 that plays their role in order to detect, investigate and avoid the acts of corruption, educate the public about corruption and to enlist their support to fight against corruption. This is because the enforcement agencies particularly the police force have been perceived or accused by many parties to be among the most corrupt institutions in the country. Therefore, the establishment of the Royal Commission to Enhance the Operation and Management of the Royal Malaysia Police (RCP) in 2004 by Dato Seri Abdullah Ahmad Badawi is to “change the mindset and values of members of the police force (PDRM) so as to improve their service and to adopt zero tolerance towards corruption”. The RCP identified that various forms of corruption were practiced in the police force and it made several recommendations to tackle the problem including launching joint operations with other enforcement agencies, establishing an Audit Management Committee and implementing job rotation and tenure limitation in departments prone to corruption. Besides, Dato’ Sri Najib Abdul Razak continued the drive against corruption in enforcement agencies after taking the premiership by included other key enforcement agencies in this agenda like the police force, immigration, customs, the MACC and the Road Transport Department to use more technology to reduce corruption. This strategy can be achieved with the establishment of a Special Corruption Sessions Courts to speed up trial of corruption cases and to clear backlog cases. In the criminal justice system, there are many different people that can be corrupt at different levels of the process, from police officers to judges. Anti-corruption organizations and citizens have taken a stand to prevent corruption, however, the issue of corruption is so ginormous that it cannot be stopped in a single day or action. I believe that the most efficient strategy would be to start from the top because that is where most of the power is held and abused. Judges have the power to rule over a court and decide the outcome of a case; if that power is abused many innocent people could go to jail. To prevent corruption, corrupt judges need to be reprimanded first because they hold power over other people within the judicial system.

This type of structure must be parallel so that it can be effective in achieving the overall goal of protecting and helping the public. For the past several years police agencies have proceeded through a traditional structure but more recently that structure has started to evolve. Traditional structures are based upon principles such as specialization, hierarchy, chain of command, rules and regulations, and official working capacity.
