3.1 PROCUREMENT
From the linguistic point of view, Dictionary.com defines procurement as “the act of procuring, or obtaining or getting by effort, care, or the use of special means,” and “the act of obtaining equipment, materials, or supplies” In a resultant working definition, Mak (2013) defines procurement as ‘the act of carefully obtaining an outcome’
One can say procurement is active since it involves different processes and therefore procurement is an active process aim at achieving a result. These processes are likely to differ from one domain to another and may involve different people. The process may range from a proposal sent out to the entire public through a formal request on an electronic tendering system as may be the case of a developed country like Sweden with a well-developed IT system or through radio or newspaper as the case with a developing country like Cameroon where the electronic tendering system is still a dream to come true. Irrespective of the means or way a proposal is sent out, potential suppliers are expected to review documentation, submit their responses by any prescribed means and received evaluation results and notices of award once it

A procurement strategy refers to the process used to take a building or construction project from its planning to completion stage.
While RICS (1996) have developed different procurement strategies outlining means to achieving project objectives, NEDO (1985) as cited by Davis et al (2008) identified seven steps to successful building procurement:

Mutants by Armand Marie Leroi Book Report According to Armand Marie Leroi, all humans have some sort of genetic mutations or ‘variants’ however, not all are physical (p. 74). His novel, Mutants, was published in 2003 after concluding his extensive research. Leroi is a professor of Evolutionary Developmental Biologist at Imperial College and received his PhD for his profession from the University of California Irvine in 1994.
