Each day, the safety and well-being of children across the Nation are threatened by child abuse and neglect. Intervening effectively in the lives of these children and their families are not the sole responsibility of any agency, but rather the safety and the care of the children in need. Child Protective Services (CPS) was created by law to make sure children are safe and to help families create a safe environment for their children. The overarching goal of Child Protective Services (CPS) is to protect children from instances of future abuse or neglect. In general, CPS is responsible for investigations of allegations of abuse and neglect, to initiate child protective proceedings and place children into foster homes when needed, with each state taking a different approach in how their agency is structured and operated. In the state of New York, CPS “first obligation is to help the family with services to prevent its break-up or to reunite it if the child has already left home” (FindLaw, 2016). The protection of the child focuses “on the child in the context of the family, and recognizes the value of the family to the child” (NY Committee on Children and Families, 2001).

Mandated Reporters are persons who, as a result of their profession, are more likely to be aware of abuse or neglect of persons with disabilities. Mandated Reporters are required by law to report cases of suspected abuse to the Disabled Persons Protection Commission (DPPC) when they have a suspicion that a person with a disability is suffering from a reportable condition of abuse or neglect. Other persons who are not mandated to report may choose to file reports of suspected abuse.

In working with families affected by abuse, CPS workers can use intervention to help meet the families while promoting safety, durability, and welfare of the family. Case management is one that CPS is unitizing to help families reach a better outcome. Case management emphasizes decision-making management and provision of services. The caseworker collects and analyze information, arrive at the decisions at all stages of the process, organize services from other professional, and directly provide supportive services. The caseworker is select responsible providers and arranges the appropriate services; They also measure progress toward achievement of the outcome goals and maintain records to document client progress and ensure accountability

Many people are supported in their homes by people who work along side the health and social care service such as social workers,nursers ,doctor and care givers or they may get support from their family members and friends. An elderly person may choose to stay in their own homes instead of a residential care home while seeking help and support from others,however this can lead to potential opportunities for abuse happening to the person who Is being looked after. When an individual is getting support at home by a carer, the individual being cared for is vulnerable and defenseless and therefor this makes them a target for abuse,another example is abuse by strangers,when an elderly person lives alone they are at risk of people calling at the door and then gaining access to their homes,they may steal items from them or mistreat them or cause intimidation.

At Adult Protective Services majority of our work involves investigation of abuse, neglect, and exploitation. At Adult Protective Services our job is to protect the vulnerable elderly population, as well as the population that have disabilities. “Only APS is statutorily authorized and responsible for investigating elder and vulnerable adult abuse and taking steps to protect the victims, and it is generally only APS that helps the most frail and incapacitated older persons”(Quin, 2012, p.68). Safeguarding is an important part of integrated working. When professionals work together in an integrated way, they put the individual at the centre of all activities to help identify their holistic needs earlier to improve their life outcomes. It is important to see safeguarding as part of a continuum, where prevention and early intervention can help children, vulnerable adults and families get back on track and avoid problems turning into a crisis.

Elder abuse can be referred to as a single or repeated act or lack of appropriate action, occurring within any relationship where there is an expectation of trust, which causes harm or distress to an older person. Elderly people often get abuse by people who should be their protector and carer, in most circumstances many elderly adults are abused in their own homes, in relatives’ homes, and even in facilities responsible for their care.
