On 08/28/15 Steven came to school covered in live bed bugs and bed bug bites; this is the second time this has occurred. Steven told the reporter his grandmother treated the bed bugs on Monday but there is still an infestation and he wakes up at night with bugs on him. The family is poor and in need of resources but the child’s basic needs are met. Steven doesn’t require any medical treatment. Kevin also told the reporter his grandmother yelled and screamed at him the last time the school called her about the bed bugs.
08/05/15 MSW made a re-visit with Pt and caregiver/friend. CG stated Darel from HEAP in Needles did not contact or make a visit to inspect the house, even after he told the MSW he would. Pt is stable now, prior to having a fall last week and being admitted to the hospital. CG is now back from a trip to Washington for family affairs. MSW spent an hour contacting the Community Action Partership of San Bernardino County, HEAP of Needles to get ahold of Darel and every weatherization agency in the county for assistance, but no one was answering their phones.
When the child told the adult neighbor what happened, she called Mrs. Bryant; Mrs. Bryant told the neighbor she didn’t have time for that and hung the phone up. The reporter stated Lakirah called her grand father and he came to pick her up. Ms. Cullop stated that Lakirah stayed with her grandfather for the night and when her mother got off this morning she went to pick the child up. The reporter stated when the child and her mother got home, Mrs. Bryant whipped her with the same strap and Mr. Bryant, punched her down stairs, and threw a metal trash can at her. Ms. Cullop stated law enforcement was called to the school to take the child’s statement and they have also taken pictures of Lakirah’s bruises.
CCIB Intake received referral #0923-2901-5102-8047131 from reporting party (RP) Katie Hacker Sierra Child and Family Services staff member. According to the RP child Shawn Williams age 10, informed a group home staff member (name not provided) on the morning of 9/26/16 that during the night his roommate Arthur Hammett age12 had touched him in his "inappropriate parts." Shawn failed to provide any specifics regarding the incident and the RP didn 't question him due to his frequent fabrications as of late. To the RP knowledge, Arthur has not displayed this type behavior before, however Shawn has a history of sexualized behaviors which has been previously reported to CPS.
June 12th 4:30 p.m. CSW Anderson arrived at the residence and met with Wayne Lowes (father), Joann Lowes (mother) and child, Wayne Lowes ( goes by Eddie) CSW Anderson advised the Lowes of the report received and Mr. Lowes permitted CSW Anderson to interview Eddie independently. Eddie stated two nights ago he was prolonging to wash the dishes and his father got mad at him; Eddie stated he has a smart mouth; Eddie stated his does not do things immediately because his father is demanding; Eddie stated he would get mouthy with his father; Eddie stated his father came into the kitchen pulled him by his hair; Eddie stated the two struggled and his father slapped him on his face three times; Eddie stated his father choked him for about 2 to 3 minutes; Eddie stated it was difficult for him to breathe; Eddie stated his mother interfered and the struggle ceased. On June 8, 2010, eleven year old, Jorge Tarin, told a school counselor he was going to kill himself after school. Because he could not bear being hit by his father anymore. Jorge’s school sent him home due to the lack of power they possessed to keep him and the lack of knowledge on his family history. The same day a social worker and a police officer visited the Tarin family, the home was declared safe to keep a child in, without any real knowledge of the family. They left the home without knowing Jorge had previously spent fifteen months in foster care due to past abuse from his father, who no longer maintained rights to see or live in the same house as his child.

Unknown if the child has went out to steal with the parents. The reporter was threaten by the parents when informed the reporter would not keep the children any more due to Timothy stealing. The reporter stated the parents are taking pain bills. Unknown if they are doing so in front of the children, or if the child have access to the pills. In regards to the Brent Small case, I personally believe that Mr. Smalls shouldn't be found guilty due to the lack of evidence. Although there was a witness who saw what happened, the evidence isn’t consistent with the case. The vehicle did match the description but the witness was unsure of the license plate and the damage to the vehicle isn’t significant to the crime committed. I don't believe that the evidence is strong enough to convict Mr. Smalls.
Mom receives her food stamps at the beginning of the month, and there is often no food by the middle of the month. Mom calls and beg the reporter for money. Mom does not work. She receives about $3000 in disability for herself and all the children. Reporter stated the children have a problem with understanding and comprehension.
The reporting party (RP) stated there was a bed bug infestation in the facility two weeks ago and resident Joel Lopez-Corrujedo Jr. had bed bug bites on his arms which resulted in a visit to the doctor. His treatment included a prescription for ointment. In addition the RP states there is no hot water in the facility due to the hot water heater being broken since 11/17/16. According to the RP the minor residence are required to use the recreation center nightly to shower.
