1.5. Characteristics of good governance and accountability in local government
administration factors militating against local governments’ performance in Nigeria
While Local Government is said to be the best institution that can facilitate the efficient and
effective service delivery at the grassroots level, the fact remains that:
(1) The third-tier of government lacks the financial and human capacity to deliver on the
statutory and shared responsibilities between it and the other tiers of government;

The question that readily comes to our
minds at this point is; how do we remove the local government administration from the strong hold
of state governments? What happens to the Joint State Local Government Account? (Chizea and
Ubhenin 2009). These are questions that demand immediate attention. Here, we are of the opinion
that one essential manner.
Local authorities could be removed from the strong-hold of the state government is the
constitutional discontinuation of the under developmental practice of Joint State/Local Government
Account such that local authorities can have direct and unfettered access to their allocations;
(6) Another major problem in local government administration in Nigeria is the lack of

Specifically, local government administration has performed fairly well in the following
(1) In the urban areas, conditions of living would have been very unbearable if the local
governments were not there to dispose of refuse from all the markets. Local governments are
constantly on their toes in the aspect of refuse disposal from the markets and other strategic
locations in the cities, though much effort needs to be exerted;
(2) Despite their inadequate finances, local governments have been very useful in opening
up the rural areas through the Provision of both earth and tarred roads, and this has facilitated rural
transformation in Nigeria to a fair extent;
(3) Provision of electricity, water, market stalls, health centres just to mention a few, in both
the urban and rural areas have been positive in most local government council areas in Nigeria
In Texas the local government, county governments, are extensions of the state government acting as the administrative arm of the state. At the local level, municipalities, school districts, special districts, water conservation districts, and a myriad of boards and commissions allow citizens to participate in many elected and appointed capacities. Counties are constitutionally limited in their authority. The 254 counties in the state vary in geographical size, population, natural resources, and property values. This is controversial in that counties rely primarily on property taxes to provide basic services including law enforcement, courts and jails, building and maintaining roads and bridges, and record keeping for the state.
That so interesting to hear and I think that since our founding of the nation, the Constitution can be referred to ask the "bible" of this country. The Founding Fathers worked so hard to be independent and create a nation that was different, but one that could work for many centuries. After two centuries and five decades it has seemed to work and it would be very hard to change something that so many of us are used, too. There are times when it may seem that our system is failing, much of the public doesn't blame the system when things go wrong, we tend to blame those who are in office or Congress. What makes our governmental system so different and unique is that people are more willing to go vote for the president and want their voice to
The Articles of Confederation were adopted in 1781, and it is safe to say that everything went downhill from there. The government was unrestricting and ineffectual during that time and we are not allowed to blame them. Any government was needed, however, that government was not very operative. They had no provision for an Executive Branch or National Court System and were not able to force the states to do anything.
Reforming the Government During the years 1890 to 1920, there was an era where a group of people called, “the Progressives,” identified many problems that they saw under their city at the time. The Progressives were a diverse group of people from every work of life for example journalists, democratic party, republican party, industries, and many others were Progressives. They agreed to use scientific principles in order to identify problems, offer solutions, and then in a rational way solve those problems. They believed that their reasoning of having these problems were because of the industrialization and organization , however, they were not completely wrong but not completely correct.
Strong federal government v Strong state government The federalists and Democratic-Republicans are like K-State and KU; they both don’t agree on everything. They were the first political parties. Both the Federalists and the Democratic-Republicans didn’t listen to George Washington’s advice and they made separate parties.
If popular government is going to survive, it must be organized to protect minorities from majorities who are going to pursue their own self-interests, ” (p.70). They believed that the central government must be stronger than local governments to prevent individuals or groups from attaining too much
The problem of excessive power in state legislature is rooted in the people themselves. Through the multiplicity and mutability of state laws, individuals discovered they
Introduction On October 1st 1960 , British rule over Nigeria as a colony ended, as well as most of its official structure. Nigerian leaders were left with the task of taking up the leadership of the Nigerian people from the British with a promise of democratic rule; however within fifteen years after independence various institutions experienced great changes bringing great instability and uncertainty to the newly founded government. Northern and Southern regions of Nigeria both felt the impacts in education, politics, religion and ethnically. This causes one to wonder what the British Imperialistic government did differently, and why the difference between the Southern and Northern region became so evident in the fifteen years after independence.
The framers of the Texas Executive established a system that was designed to check the powers of the government. As opposed to the US Constitution that vested the power of the executive in the president of the nation (Berry, 1385), the Texas Constitution sought to ensure that the state did not have the excess powers. As such, they came up with a plural system where a variety of individuals make up the executive branch of the state (Texas State Government at a Glance). While the governor of the state remains as the highest ranking officials in the state, they hold the least of powers in the plural system.

Interactions amid the provinces and the federal government, from constitutional issues to the most irresistible topics bang up-to-date in the country, are indemnified beneath the umbrella of “Federalism”. Authorities are shared so that on some matters, the state governments are decision-holders, whereas on the other matters, national government grasps the autonomy. In last twenty-five years, the upsurge of federal fiats on both governments, local and state, has shifted the power amongst state and national governments. In federalist paper #4 John Jay, explains the pros of having one strong national government to protect the people from foreign forces and influences; Rather than having 13 or 4 separate states or confederacies. Jay explains in depth how essential it is for America to be one nation with one government in charge of all states (colonies), and be able to commanded and provide safety to all of the states and its people. He states how much more efficiently one government can,” harmonize, assimilate, and protect several parts and members, and extend the benefits of its foresight and precautions to each.” Through maintaining the upper hand over foreign nations in trading, managing finances efficiently, maintain strong militia, free and united powerful
