This approach is based on skin color detection. This paper presents a Face Detection System that instantly detects faces in still images or video frames. In experiments on images having frontal faces with any background our system has achieved high detection rates and low false positives. These methods have been used for both face localization and detection. d) Appearance-based methods: - In contrast to template matching, the models (or templates) are learned from a set of training images which should capture the representative variability of facial appearance. These learned models are then used for detection. These methods are designed mainly for face detection. For detecting face there are various algorithms including skin color based algorithms. Color is an important feature of human faces. Using skin-color as a feature for tracking a face has several advantages. Color processing is much faster than processing other facial features. Color based algorithm do not require any training and detect faces depending on human skin color. 2. SKIN COLOR

Police Departments responded by saying they want officers to wear body cameras, too. So, if everybody wants the officers to wear body cameras why are there still so many incidents of questionable conduct that are not recorded? According to the Huffington Post, only 2 of the 27 large U.S. cities looked at had all of their officers equipped with body cams.

In today’s modern culture, almost all forms of popular media play a significant role in bombarding young people, particularly young females, with what happens to be society’s idea of the “ideal body”. This ideal is displayed all throughout different media platforms such as magazine adds, television and social media – the idea of feminine beauty being strictly a flawless thin model. The images the media displays send a distinct message that in order to be beautiful you must look a certain way. This ideal creates and puts pressure on the young female population viewing these images to attempt and be obsessed with obtaining this “ideal body”. Dubbed the Valley Intruder or Night Stalker, Ricardo Leyva Munoz Ramirez famously known as Richard Ramirez, struck fear through the bones of many during his serial killing spree in the mid-eighties. Ramirez killed at least fourteen people in his spree while raping and torturing many more. His criminal beginnings turned to violence in June of 1984 with his first known slaying of 79-year-old Jennie Vincow. Vincow was sexually assaulted, stabbed and ultimately killed in her home. Authorities had not yet caught Ramirez after this brutal homicide, therefore he was free to continue his spree on countless more helpless victims.
Another alternative to decrease police misconduct is through the use of body cameras which would hold officers accountable for their actions. Often, commanding officers exercise little supervision over the daily activities of their officers. Not only do officers patrol alone, but they are authorized to quickly create solutions and sanctions on the spot. This provides officers the freedom to get away with both minor and major violations to outright crimes. A tactic to prevent this from occurring is to mount body cameras on officers while on duty.

This is done by comparing selected facial features from the image and a facial database. Face Recognition System focuses on contactless man and machine interface. The human face plays an important role in our interaction and people’s identity.
Face recognition technology [1] is the least intrusive and fastest biometric technology. It works with the most obvious individual identifier – the human face. Instead of requiring people to place their hand on a reader (a process not acceptable in some cultures as well as being a source of illness transfer) or precisely position their eye in front of a scanner, face recognition systems unobtrusively take pictures of people 's faces as they enter a defined area. There is no intrusion or delay, and in most cases the subjects are entirely unaware of the process. They do not feel "under surveillance" or that their privacy has been invaded.
