In 1791 Hamilton convinced Congress to approve taxes on distilled spirits and carriages. Hamilton 's principal reason for the tax was that he wanted to pay down the national debt, but he justified the tax "more as a measure of social discipline than as a source of revenue." But most importantly, Hamilton "wanted the tax imposed to advance and secure the power of the new federal government." Congress designed the tax so smaller distillers would pay by the gallon, while larger distillers (who could produce in volume) could take advantage of a flat fee. I believe the plebeians were important to Rome for a few reason. The plebeians were instrumental in the war and in the army’s numbers to defend Rome for being taken by its enemies or the nearby Latium towns. Also I would think that them being the working class, that their taxes were important to the city. Plebeians could be observed as the working class or commoners who lived outside of the walls of the city (Morey, 1901).Their only rights after the abolishment of the kingship was the right to vote and the right to property/contract. They did not have the right to intermarriage or to hold office in the republican government.

As Calvin Coolidge became president his main objective was to work towards the betterment of the economy in the United States. Leaders of the Philadelphia Convention met between May and September of 1787 to address the problems of the failing Articles of Confederation. The result of the convention was the creation of the United States Constitution. This new Constitution left the public opinion split between two parties known as the Federalists and the Republicans. The Federalists who were mostly made up of the wealthy, well educated ratified the new Constitution; on the other hand Republicans also know as Antifederalists were generally farmers and lower class people and they apposed the new Constitution. Henry Clay led the nationalistic Jeffersonian economic agenda. This agenda was known as the American System (Holt, 1999).
