Introduction
Planning and community is a unity which cannot be separated. The basic purpose of planning is to improve the quality of community. It can be realized if planner with other stakeholders can accommodate the community needs on a planning. A planner was required to be a good communicator, negotiator and conflict solver in the community. This is line with was stated by Allemdinger & Houghton (2009) that planners work with people and should focus more and that aspect of planning.

Discussion
Healey (1992) gave an example of the planner role in England. The planner is the Assistant Chief Planning Officer (ACPO) of large metropolitan city council. He could communicate well because his broader knowledge of procedure, design, institution, …show more content…

Since 1998, Indonesia has shifted its government system from centralization to decentralization. Decentralization gives the opportunity of community participation in collaborative planning. Government law 26/2007 about spatial planning state citizen has rights to participate in the processes of plan-making, development, and development control. Ontology, collaborative planning refers to the complex adaptive systems which are characterized by fragmentation, uncertainty and complexity.
2. Epistemology, collaborative planning is all about understanding situation in and outside of the planning area.
3. Ideology, collaborative planning is about democracy things to achieve quality criteria of the public goods and common interest.
4. Methodology, collaborative planning creates the platforms where all stakeholders involve with equal power to achieve the consensus.
Comparing to musrenbang process in uncollaborative condition, I think planner have to anticipate the elements of collaborative planning such as uncertainty and complexity.

Conclusion
From some articles above, collaborative planning as an interactive process is an ideal planning process. This method can distribute the dimension of power among stakeholder equally not only government but also nongovernment side. Collaborative planning needs consensus building to achieve good governance condition. So I suggest that developing collaborative planning approach requires the broader role of planners especially in connecting and communicating stakeholders with their good knowledge moreover in adapting uncollaborative
