A number of Hong Kong public housing estates and schools found themselves in a tainted water scandal. A water test urged by the Democratic Party revealed that the sample water taken in Kai Ching estates and a few other estates contained an excessive amount of lead. The broke out of the scandal has imposed fear to the public deal to health concern and the government is still in the process of rectifying the situation.
With reference to David H. Rosenbloom’s three approaches to public administration, I will be applying the three approaches and further elaborate on this issue. Besides, I will abridge one of the government solutions on this issue – distribution of clean water to further discuss on the competing values inherent in public administration.

To start with, distribution of clean bottled water is the managerial consideration of the government. Resources are limited, the government would have to satisfy most needs with restricted resources in an economic, efficient and effective way. The government ought to identify who is in need of more resources and who’s not. Also, identify the most efficient way to distribute the bottled water and execute policies.
However, on the political approach, fairness is the political approach to public administration. The government ought to cater the basic needs of the general public. As stated in Maslow’s Hierarchy of Needs, Biological and Physiological needs of a human is the basic requirement to living. Standing on the perspective of citizens, it would be great for them to receive as many bottles as possible. However, some people are more in need of the others
The source is stating that a country is at it’s best when the individual is allowed to express themselves in a way that is free from government control. In doing this it allows for a society that is reflective of the individual rather than the government. When society is based on the individual, government interference will be lessened because the need for it will no longer be prevalent to society. This source is for classical liberalism and reflects the ideologies of philosopher Adam Smith who was strictly for individual benefit and limited government control. Based on historical events it is wrong to have lessened government control because it can lead to civil unrest and lack of authority.

The film taps into human emotions, brings about logical reasoning and statistics, and uses sources with valid credibility to address a hidden issue.

Since the public goods are funded by the taxes of the citizens, then all the citizens have the right to benefit from them. In addition, the government establishes rules and regulations that benefit society in maintaining the environment safe from harm. However, by the 1970s, there were calls for introducing a new management system based on market orientation. The need for such a management system was seen in the increasing number of harsh criticisms that showed that traditional public administration was no longer suitable, and thus should be replaced.
Woodrow Wilson, the twenty-eighth President of the United States, is well renowned for many accomplishments; of particular importance is being credited as the father of Public Administration. Although he argues for many different ideas and concepts, his end goal is always for the benefit of the people. This particularly resonates in his 1887 essay; The Study of Administration. In his critically renowned essay, The Study of Administration, he details his concepts of and for public administration.
This is especially the opinion and suggestion of all bottling companies. According to Doria (2006), the convenience associated with the bottled water is because bottled water is portable. In addition, Doria (2006) notes that bottled water is always available and can be bought in any destination. A company like Nestle sells water in almost all countries. Besides, as indicated by Arnold & Larsen (2006), there is a general perception that the tap water goes under thorough purification before the actual packaging.

Nevertheless, it is impossible for an organization or business to operate without mixing with public policies.
In order to compare and contrast varying types of government within two or more countries, one must have a clear definition of Government and know the purposes it serves. Therefore, I did some research and I have established that Government is a group that exercises dominant power over a nation, state, society or other body of people. Governments are commonly responsible for constructing and implementing laws, handling money, and defending the general population from external threats, and may have other obligations or privileges. All over the world, there are many different types of government within countries. Each kind has its advantages as well as disadvantages regarding the general well-being of its peoples and economy.
