This dysfunction where significant conflict and a lack of cooperation between the Minister’s Office and DHS will lead to the Minister being unable to perform his job properly. It is imperative for the Minister to have a constructive working relationship with the department and confidence with the DLOs within the Office. This relationship is usually based on a common commitment to serve the Minister with sound policy advice. DHS and the DLOs provide the Minister and his Office with their in-depth knowledge and a long term perspective with proper due process followed. The APS is compliant under transparency and accountability whereas the Minister’s Office is not required to comply under this same ruling.

This Technological Revolution was a generation where Industrialization began, which was the development of factories and other human resources. The Industrial Revolution included many positive and negative effects for citizens, but for factory workers it was mainly negative. During The Industrial Revolution, citizens were forced to work in polluted factories with dangerous and terrible conditions.
War profits that were invested into the industrialization, helped the economy become stronger. However, industrialization was insanely horrible for the United States during 1865-1900, for the reasons of working conditions, corruption and the boom and bust cycle. The working conditions in the factories, that the workers faced were scandalous. These horrible working conditions resulted in the workers performing strikes because of unhealthy environments, low wages and overcrowding.

The Lowell mills were the first clue for an industrial revolution in the United States, and major success created two point of views of the mills. Mill girls were young women who came for employment at the textile factories. This employment carried a sense of freedom and maturity. Unlike most young women of that era, the girls were not under parental control, took care of themselves with their own money, and had extensive academic freedom. Most bystanders viewed this challenge as a threat to the traditional way of life for women in America.
