Healthcare in Malaysia is divided into two different sectors, namely the public and private sectors. Private healthcare provides health services that are mainly concentrated in urbanized areas of the country. It ranges from privately funded hospitals to clinics and nursing homes. Private healthcare providers are governed by the Private Healthcare Facilities and Services Act 1998. The Malaysian healthcare system was inherited from the British upon independence in 1957. From the late 1950s, a three-tier primary health care model was developed for the public sector that consisted of a health center, four sub-centers and four midwife clinics for each sub-center. It is generally regarded as a more upmarket and more readily available provider of medical services in the country. Over 30,000 doctors are attached to the private sector, accounting for 34 per cent of doctors in Malaysia. It is proven that income is one of the factors affecting the demand of private healthcare in Malaysia. An increase on income on household consumption of medical care consists of several consequences. Firstly, only a minor impact on whether or not the household seeks medical care or on the total quantity of outpatient care consumed by the household were indicated. Patients’ demand for private healthcare because it has more alternatives compared to public healthcare. For instance, private healthcare provides varieties of doctors for consultation and also the environment is more prestigious. Demand of private healthcare may be influenced by past experience too as some may already been consulted by the same private clinics since birth or they were satisfied by previous visits. The articles I read, both included the excessive expenditures that are absorbed due to non-insured population. One way to decrease the cost of uninsured is to make sure to separate the billing within the hospitals, regarding charity cases from bad debt, some hospital receive money from the government to help fund charity cases. Private insurance companies are often offered through employers or are available on the healthcare market at a higher cost. Public insurance is meant to help people who cannot afford these private insurance agencies. The involvement of our government within these two groups, often leads people into the debate of other healthcare options, such as universal healthcare, and if our government should be taking such an active role in our healthcare industry.

The MOH has an established and transparent quality assurance programme but this is not the case in the private sector.
For both the uninsured group and those who are eligible for government assistance because of their low economic position, access to health is limited by the number of private providers willing to treat them. In many cases private providers are linked to particular private health insurance companies and won 't accept patients outside their network. The health seeking behaviour of a community determines how health services are used and in turn the health outcomes of populations .Factors that determine health behaviour may be physical, socio-economic, cultural or political .Indeed, the utilization of a health care system may depend on educational levels, economic factors, cultural beliefs and practices. Other factors include environmental conditions, socio-demographic factors, knowledge about the facilities, gender issues, political environment, and the health care system itself .Several factors can determine the choice of health care providers that patients use. These include factors associated with the potential providers (such as quality of service and area of expertise) and those that relate to the patients themselves (such as age, education levels, gender, and economic status) .
