Introduction The basic mode of transferring a person and goods from one place to another is through transportation. According to Chaudhary (2003), “transportation is the backbone of any country’s economy.” In the past years, the development of roadways has increased and it lead to the advancement in transportation systems. Because of this, the economic wealth of a nation has been closely tied to efficient methods of transportation (Chaudhary, 2003). But because of the rapid increase of population that causes high demand in number of vehicles, whether private or public transportation, problems such as congestion, rises. For that reason, the enhancement of transportation system will be needed to solve these problems. Toll road has been introduced to answer the arising situation. This research intends to investigate the effectiveness of electronic system on tollgates in Manila-Cavite Expressway, particularly to the drivers and commuters who pass in it. Specifically, this study seeks to know the effect of changing the tollgates into electronic system and the possible benefits it can contribute on the current road situations of the Philippines. This study will use the theory of William Vickrey on electronic system tolling. This theory indicates that there is significant relationship between this road users and the efficiency of electronic tolling. As applied to this study, this theory holds that the researchers would expect their independent variables such as electronic system of tollgates, road users, and number of vehicles to influence or explain the system of tolling because it affects the efficiency of electronic tolling
