In parts of the world where the population is increasing, we have to lower the birth rates by making efforts in education. In parts of the world where the population is decreasing or it is supposed to decrease in the future, the birth rates should be raised up to around the replacement level. We have seen that migrants’ flows cannot give an answer to population problems. These problems must be solved inside one country without expecting the flows crossing borders, although international efforts, such as sharing ideas about effective measures concerning population problems, need to be taken.
