Lim said in his report entitled “Priorities for Manila Airports,” said from 2010 to 2013, the predominant concerns raised by their members were related to “air traffic management issues including extended holding, vectors and delays and non-standard air traffic control procedures”. While the physical management of the international airport is the responsibility of the Manila International Airport Authority under general manager Jose Angel Honrado, air traffic management and general aviation oversight function is under the Civil Aviation Authority of the Philippines headed since 2012 by retired Air Force general William Hotchkiss.

This happened because of the flight delays that are frequent in Ninoy Aquino International Airport (NAIA) and it seems like the people who are announcing in the PA system apologizing to passengers already memorized the script because they keep on repeating the same lines before every flight. Based on Erjan Orbe, the passenger in NAIA, said that, Puerto Princesa City to Manila took almost 2 hours because his plane had to circle around and wait for others to land. Since flights are delayed, some pilots pushed planes to the limit to make up for the lost time. This delayed due to the most of the cities in Philippine are separated by island and it’s the only practical and fastest way to go to one place to the other. Besides, the absence of a ready substitute was a cause for worry for CAAP because the out-dated Eurocat, if it bogs down, will affect the operational load of air traffic and flight disruptions will have an effect on Philippine airspace. Automatically cause the flight delay and cancellation to an aircraft to take-off and affected the passenger satisfaction. This will disrupt the passenger planning journey for the local passenger and the tourist especially. CAAP said that without a back-up system in place, flights in the Philippines will be disrupted in case the Eurocat system breaks
