CHAPTER 1: INTRODUCTION
1.0 INTRODUCTION
The research will explain on how organizations becoming more effective, efficient and competitive by putting a part of human capital as their important aspects. Employee engagement, training and development, and job satisfaction are the factors need to look closely in this research. This research aims to analyze whether employee engagement, training & development, and job satisfaction will significantly effect on organization performance at Majlis Bandaraya Shah Alam.
This research will start on the background of the study, the background of the company, continued by problem statement, methodology, research objective, research question, the significance of the study, limitation of the study and last is a definition of terms.
1.1 BACKGROUND OF STUDY
Khalid (2010) studied the Malaysian federal government requires public agencies, including local authorities in Malaysia, to use key performance indicators (KPIs) to improve their service delivery. For that reasons, there is a crucial need to evaluate the local government’s performance as the public concerned about quality services and the greater role expected from local governments.

Continuing to major section II, the researcher developed a theoretical perspective including a literature review. The researcher had to know what the current base of knowledge was to make a contribution to the topic. MSH and DMH websites provided information about their mission; as well as their services. With the subject of funding mental health care being a hot topic right now, the researcher was able to get a considerable amount of information from agency documents and reports; as well as the local media. The researcher also used scholarly peer-reviewed secondary sources from Belhaven’s online library databases.

All are vital values when running a city, state, or any type of government. For starters, Political responsiveness is imperative to keeping a constituency happy. The speed at which the government can respond to what the citizens need is imperative. When a councilmember or mayor is elected, the cities citizens expect to have their needs met and the promises of the government achieved. The efficiency and effectiveness with which how they do their jobs and civic duties will show in not the polls, but the quality of living in which the citizens are afforded.
The federal system has become controversial only when competition is trying to legislate the interests. For example, a court ruling is generally required to determine which level of government in a concurrent jurisdiction is the most important. The government is working together to apply the a one window delivery system, eliminating overlapping regulatory responsibilities, to the most appropriate to effectively deal with specific issues of environmental issues to provide a more clear. When a concern is delegated to the provinces, we can also expect a certain amount of flexibility to breed a variety of responses that are designed to address local considerations. This should encourage the development of innovation, the structure of cooperation, but also to promote the government to respect the country's agreed objectives and guidelines.
Regional and local governments compete with other regional and local governments. Investors invest under a regional or local government and people live in a regional or local government. The Importance of a Company’s Culture The culture of a company is one of the most important and sometimes overlooked factors in an organization. The culture can increase employee engagement and increase productivity which will allow a company to reach its goals, “From productivity and engagement in the organization’s day-to-day, to an employer brand that naturally fuels recruiting efforts, to creating a lasting brand that customers immediately recognize, there’s no escaping it – culture radiates outward into the marketplace” (Straz 2015). Employee engagement is a role the employees play in creating a resilient environment for the organization. Employee engagement means that workers are committed to their jobs and switched on at work. This role consists of Career contentment- employees are content with what they are doing, Feasible management- workers display leadership qualities and become more innovative. This encourages resilience as employees are problem solvers and more innovative. " Tesla encourages employee engagement by creating a dashboard that conveys results from a valuable anonymous internal survey that let workers share reviews and concerns to better understand employees.
1.4.1 Literature Review HRM practices are a process of engaging, motivating, and maintaining employees to ensure the organizational survival (Schuler and Jackson, 1987). According to (Delery and Doty, 1996) HRM practices are prepared and implemented in a way that human capital plays important role in achieving the goals and objectives of the organization. The appropriate use of HRM practices strongly influence the standard of employer and the degree of employee commitment (Purcell, 2003). HRM practices like, training and development, performance appraisal allow the employees to do better in order to enhance the organizational performance (Snell and Dean, 1992; Pfeffer, 1998).
