Since parks are overwhelming public spaces, they are primarily paid for by federal taxes. Therefore, elected officials are expected to evaluate support for park services against support of other services. Elected officials have a mandate to invest the public resources in addressing critical issues of concern to the community residents (Harnik & Crompton, 2014, p.196). Olmsted built the first park in United States in New York known as “Central Park” in 1858 with Calvert Vaux. The other major park during this period was Chicago’s Columbian Exposition built by Daniel H. Burnham in 1893. These parks, are compared by the author to prove, that the remedies offered by the parks were different, but the purpose of building them was the same.
Not only do they reinforce relationships among each other in the community, but they implement relationships with nature everyday in their lives as

2 million dogs are left in animal shelters yearly due to what is perceived as bad behavior. In many places, animal shelters are city governed and funded.
