The concept of divided government means that one political party can control the executive branch, the presidency, while another controls the legislative branch, congress. Divided government is primarily caused by voter turnout in presidential elections versus voter turnout in non-presidential elections. Presidential elections have a higher turnout of voters who vote for a single party while non-presidential elections have a significantly low voter turnout. “The majority of voters who turn out to the polls tend to be those who dislike the president 's new policies or are extremely politically engaged. Those who feel just okay about the government aren 't likely to show up at polls” (Rainer Benz).

However,times are rapidly changing and the servant style of leadership is quickly becoming more acceptable and recognized throughout the industry. Explain the difference between a centralized organization and a decentralized organization. A centralized organization generally relies on a single person or a very small, select group of people to make the decisions for the rest of the organization to follow. Pertaining to criminal justice, this would be a national police force under the federal government or, in the more extreme cases, under a single totalitarian leader. Examples of nations with a centralized police force are Israel, Denmark, Belgium, and Sweden, where centralization has seen some success (Berkley, 1970). Contrarily, examples of centralization could also be found in Nazi Germany, the Soviet Union, and fascist Italy and Spain (Berkley, 1970).
When the Founding Fathers were planning the country, each one had different ideas on what the country should be like. Some favored a strong central government, others saw that strength in the states would make for a better government. Most of the time, Thomas Jefferson and James Madison are seen as the two biggest influences, and opposing views on the role of the federal government. Although subordinates may always negatively respond to management, and vic-versa, significant cohesive response needs to be made. Suitable enforcement must be constructed to correctly signify a suitable department. Additionally cohesive managerial leadership is crucial for a well incorporated department.
A centralized structure is usually designed and has a formal layout. While in a decentralized organizational structure, the decision making control is distributed among departments and each department has certain degree of independence. It is usually emergent. Bureaucracy in an organization is based on single chain of command from top level to bottom level. It is the most rigid and formal type of organizational structure.
