English Language Proficiency

English is an indispensable language in non-native countries that have their own distinctive linguistic. According to Baskaran, English is referred to as a link language in Kenya and Nigeria, an associate official language in India, a bridge language in Singapore, a coordinate language in the Philippines and a strong second language in Malaysia (1985, p. 69). Though Malay language was taken as the national language, English was not discarded but was accepted as secondary importance in the ranking of languages in Malaysia. In current educational system, English language is taught in school since we are young. Nevertheless, reality proved that the current way of teaching English is not enough to develop good English command in the children. Therefore, Datuk Dr. Wee Ka Siong, the Deputy Education Minister, thinks that with the increasing number of English language periods in schools, the command of English among students will also improve (NST 8, April 2011, p. 4; cited in Thirusanku & Melor, 2012, p. 11). Besides increasing the number of lessons, educators should teach English in more lively way, for example having more group activities or field trips that requires the youngsters to interact with people around using English including friends, family and their teachers too. As to achieve this, an international educational Fulbright programme sponsored by the US government has been launched this year. The programme has 300 US Fulbright scholars come to Malaysia to assist in teaching the language not only in the cities but rural areas too (NST 30, June 2011; cited in Thirusanku & Melor, 2012, p. 11). Tan Sri Muhyiddin Yassin (2012), the Education Minister, said with the implementation of this programme, students’ English level can be improved as the implementation of a similar programme in the state of Terrengganu has shown a positive result. In the programme, the scholars will teach fun related to English activities in order to encourage students to speak proper English during school hours.
