Sheikh Mohammed was leader with a vision who transformed the city of Dubai and make it the best in the world (Ricard, et.al. 2017, pp.149). This is something he was able to achieve through the goals he set for education, diversifying economy, tourism, foreign investments and other.
Actually, Sheikh Mohammad transferred Dubai by the good match of his business strategy and the operation strategy "according to the positioning school, operation strategy must be designed to be consistent with and supportive of overall business strategy" (Bettley A, 2007, p.41).
